A small number of block types (hoppers and similar tick-heavy blocks) are capped per chunk to keep the server running smoothly for everyone. If you hit a cap you'll get a clear message saying which block and what the limit is, rather than a silent failure.
Run /itemlimits while standing in a chunk to see every limit and exactly how many of each you've currently got there.
